Improvement of water environment and pollution issues

On April 22nd, the Ministry of Ecology and Environment announced the national surface water environmental quality status from January to March this year. From January to March, among the 3641 national surface water assessment sections, the proportion of sections with excellent water quality (Class I-III) was 88.2%, an increase of 5.2 percentage points year-on-year; The proportion of inferior Class V sections is 1.0%, a year-on-year decrease of 1.1 percentage points.


Overall, the quality of the water environment is improving. From the perspective of plots with poor water environment conditions across the country, some imbalanced and uncoordinated issues have emerged. The Ministry of Ecology and Environment stated that there has been a rebound in water quality in some sections, and some areas have lagged behind in eliminating poor Class V work. The problems of "hiding dirt and taking away" in the dry season and "zero storage and consolidation" in the rainy season are prominent.

 

The Ministry of Ecology and Environment further analyzed and believes that urban and rural non-point source pollution is on the rise as the main contradiction restricting the continuous improvement of the water environment.


With the gradual penetration of the environmental protection industry into rural areas, agricultural non-point source pollution has become the topic center of non-point source pollution. A few years ago, when explaining the situation of agricultural non-point source pollution in China, the Deputy Minister of Agriculture candidly stated that the overall situation of agricultural non-point source pollution in China is not optimistic. Afterwards, the battle for the prevention and control of agricultural non-point source pollution has entered a stage of acceleration. Recently, agricultural non-point source pollution prevention and control technologies and measures have emerged, striving to solve the environmental problem of agricultural non-point source pollution as soon as possible.


For example, in order to reduce the pollution of plastic film mulching on the soil environment, the agricultural department of Fuding City, Fujian Province, launched the experimental planting of potato with fully biodegradable film for the first time, which has generated carbon dioxide and water river humus, greatly reducing the impact on the environment. For another example, the synchronous side deep fertilization technology of mechanized rice transplanting vigorously promoted by Zhuhai City, Guangdong Province, not only realized the overall, high-quality and efficient development of Mechanised agriculture, but also provided feasible experience for agricultural non-point source pollution control.


The problem of agricultural non-point source pollution will directly affect water quality, with a large scope and high difficulty in treatment. The current experience is not yet rich enough, and the problem of non-point source pollution still needs to be addressed for a long time to stabilize the underlying forces. Faced with agricultural non-point source pollution, industry insiders have proposed a "point like source control" plan for agricultural non-point source pollution. It believes that the main difference between non-point source pollution and Point source pollution is the problem of information acquisition. If the polluters and emissions can be accurately identified, then the pertinence of non-point source pollution treatment will be achieved. Therefore, the proposed "quasi point source control" model is actually aimed at improving the monitoring and control level of non-point source pollution by strengthening the supervision of fertilization and drug use behavior of dispersed agricultural production and operation entities in China.


Last year, the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs jointly issued the "Implementation Plan for the Control and Supervision of Agricultural Non point Source Pollution (Trial)", which clearly stated that by 2025, agricultural non point source pollution in key regions must be preliminarily controlled. The focus of improvement lies in various aspects such as source prevention and control, monitoring level, and regulatory capacity. The prevention and control of non-point source pollution has a long way to go. Currently, there are various measures for preventing and controlling non-point source pollution in China, but a set of universally applicable prevention and control plans has not yet been formed. With the strengthening of environmental protection efforts, it is time to establish a system for the prevention and control of non-point source pollution!
